After construction was completed on the only ship in the class, the Carnage, Ursula ordered the logs on the Citadel-class to be locked up in the Data Vault, in the Great Temple on Moraband. The Citadel-class star dreadnought was, like every other capital ship of the New Order Navy, built and designed by Kuat-Entralla Engineering.
